
If you are buying a house site or a non-agricultural property inside a gram panchayat in Karnataka, two documents decide whether it is legal: Form 9 and Form 11. Both live on the e-Swathu portal. Learn to pull them up and read them, and you can tell a properly recorded property from one that will give you trouble at registration or loan time. Skip them and you are trusting the seller's word.

What is e-Swathu?
e-Swathu is the Government of Karnataka's online system for rural, non-agricultural property records - properties that fall under gram panchayat limits. It was built to digitise and standardise those records so ownership, tax, and property details are transparent and harder to forge.
It's the rural counterpart to the urban e-Aasthi / e-Khata system. If your property is inside a city corporation, you're looking at e-Aasthi; if it's under a gram panchayat, it's e-Swathu.
Form 9 and Form 11 - what they mean
These are the two documents that matter, and they do different jobs.
- Form 9 is a register extract that certifies a property as a legal non-agricultural property. A gram panchayat can issue it only after the land has been converted from agricultural use, the layout/plan is sanctioned, and the property is verified. In other words, a genuine Form 9 means the property is recognised for non-agricultural use.
- Form 11 is the demand and collection register - it shows the property tax record and the mutation (ownership change) history.
Together, Form 9 and Form 11 are the foundation for taxation, sale, registration, and loan approval on a gram panchayat property. No Form 9 usually means the property isn't properly recorded as a legal site - a serious red flag.
What you need to look it up
You'll need the Property ID for the property, plus its location details - District, Taluk, Gram Panchayat, and Village. If you don't have the Property ID, the seller or the gram panchayat office can provide it; it's also on earlier tax receipts.
How to download Form 9 and Form 11 on e-Swathu
- Go to the official portal - eswathu.karnataka.gov.in.
- Click Search Your Property.
- Select the District, Taluk, Gram Panchayat, and Village.
- Enter the Property ID and search.
- Click the document number in the results to download the PDF.
- To open the file, use the Property ID as the password.
One important limit: only properties already registered in the system can be searched and downloaded online. For a first-time registration, someone has to visit the gram panchayat office so an officer can verify the physical documents and enter the data - it can't be done fully online.
What to actually check before you buy
Pulling up the forms is step one. Reading them is where the value is:
- Form 9 exists for the property - not just a promise that it will be issued.
- Owner name on both forms matches the seller and the sale deed exactly.
- Property ID and location match the plot you physically inspected.
- Extent / dimensions match the sale deed and any survey sketch.
- Form 11 shows tax paid up to date, with a clean mutation history and no gaps in the ownership chain.
- The property was converted for non-agricultural use before the site was formed - Form 9 should reflect this.
If a seller can't show a valid Form 9, or the names and IDs don't line up across Form 9, Form 11, and the sale deed, stop and get it explained before any money moves.
e-Swathu is one record - read it with the others
Form 9 and Form 11 tell you the gram panchayat's view of the property. They don't replace the sale deed, the mother-deed chain, or the encumbrance certificate (EC). Real verification means reading them together - the way a bank does before lending.

A gram panchayat property with a clean Form 9 and Form 11 is straightforward to buy, register, and get a loan against. One without them can look fine on the ground and still be unsellable on paper. e-Swathu puts both documents a few clicks away - the only mistake is not looking before you pay.
