The Greater Bengaluru Authority has mandated all vacant site owners to clear garbage, debris, and weeds by 15 August 2026. Miss the deadline and the GBA will clean it, recovering the cost from your property tax, plus a fine up to Rs 1 lakh.

What the law requires from you
Even if you never build on the plot, you are legally responsible for maintaining it. The GBA is enforcing this with fresh authority from August 2026.
Keep the plot clean
Clear all garbage, construction and demolition debris, overgrown weeds, and stagnant water. The obligation is ongoing, not a one-time cleanup.
Fence the plot
Put up a compound wall or boundary fencing to prevent illegal dumping before it starts. An unfenced plot quickly becomes a dumping ground.
Respond to notices
If you receive a GBA notice, act within the stated deadline. Ignoring it triggers the penalty and the corporation's cleanup-recovery charge.

Each subsequent violation adds another layer. The fine is entirely separate from the cleanup recovery charge that follows.

Plus the corporation's cleanup cost
If the GBA cleans your plot, it recovers the full cleanup and waste transportation charges from you — added directly to your property tax bill. This is separate from the fine and can run into lakhs for larger plots.
How GBA enforcement works
The cost attaches to your property. Not just a receipt.
This is not a fine you pay and move on from. The GBA's cleanup cost is locked to your property tax account, visible to every buyer, bank, and lender who checks the plot.
Notice served
GBA serves notice to clear the site within a specified deadline. Citizens can also report your plot via WhatsApp.
Deadline passes
You fail to comply. The penalty is levied: Rs 25,000 for the first offence, up to Rs 1 lakh for repeated ones.
GBA cleans your plot
The corporation enters the property and clears all waste at the official GBA rates shown in the table below.
Bill added to property tax
The full cleanup cost is added to your property tax account. Unpaid dues are recoverable under the Karnataka Land Revenue Act.

Unpaid recovery charges attach permanently to the property and are recoverable under the Karnataka Land Revenue Act. A plot with pending GBA dues is harder to sell. Buyers and their banks check for exactly this before transacting.

* 1. If the client has photos/videos:
We will ask the client to share clear photos or videos showing the current condition of the site. We will share these with the contractor, obtain the quotation, and then add the applicable TLB service charges. The final quotation will be shared with the client. If the client agrees, we will share the payment QR code and proceed once the payment is received. Expected turnaround time is 2-3 days.
* 2. If the client does not have photos/videos:
We will ask the client to share the exact location of the site. One of our team members can visit the site, assess its condition, and provide a quotation accordingly. A Rs 500 travel/visit charge is applicable and needs to be paid before the visit. Cost of cleaning varies based on the number of people needed and the amount of debris to be cleared using tractors.
GBA rates are official figures from the August 2026 circular, recovered via property tax if you miss the deadline. The fine (Rs 25,000 to Rs 1 lakh) is additional and not shown here.
