The basics

What is e-Pauti?

e-Pauti is the online land revenue payment system launched by the Government of Odisha. It replaces the old system of visiting the Tahasil office to pay your annual land tax.

What it is

Online Land Revenue Payment

e-Pauti is the official digital platform to pay your annual Khajana — the land revenue or land tax — from anywhere, at any time, without visiting a government office.

What you pay

Rent, Cess and Arrears

Your land revenue bill includes Rent (basic land tax), Cess (additional levy), Nistar Cess (forest-use levy), and any arrears with interest from unpaid previous years.

What you get

Legal Digital Pauti Receipt

After payment, you receive a digital Pauti (receipt) with a challan reference number. This is legally valid and accepted by banks, courts, and government offices.

Understanding your bill

What each item on your e-Pauti statement means

Rent

The basic annual land revenue or ground rent payable to the state government. For most small agricultural and residential plots in Odisha, this is a very small amount — sometimes just a few rupees per year.

Cess

An additional tax levied on land revenue under the Orissa Cess Act, 1962. It is calculated as a percentage of the basic rent. If Cess has not been paid for several years, it shows as arrear with accumulated interest.

Nistar Cess

A small levy related to the use of government forest produce and common land resources by village communities. It is usually a tiny amount but accumulates if unpaid over years.

Water Rate (CBWR / FWR)

Canal-Based Water Rate and Field Water Rate are applicable only if your land has irrigation facilities connected to a government canal system. Most dry-land plots will show zero here.

Arrear

Any amount from the above categories that was not paid in previous years. Arrears attract interest, which is why it is advisable to clear dues every year to avoid accumulation.

Why clearing land dues matters before any transaction

FAQ

Frequently asked questions

Common questions about e-Pauti and land revenue in Odisha.

What is e-Pauti Odisha?

e-Pauti is the official online portal at odishalandrevenue.nic.in, launched by the Revenue and Disaster Management Department, Government of Odisha, for paying land revenue (Khajana) online. It allows landowners to check and pay their pending land dues without visiting the Tahasil office.

What is Khajana in Odisha?

Khajana is the annual land revenue or land tax paid by landowners to the government. It is a very small amount for most agricultural and residential plots. Unpaid Khajana accumulates as arrears and attracts interest over time.

What is Cess in e-Pauti payment?

Cess is an additional tax levied on land revenue under the Orissa Cess Act, 1962. It is collected along with rent and is calculated as a percentage of the basic land revenue. If you see Cess dues in your e-Pauti statement, it means this component has been pending for some years.

What is Nistar Cess in land revenue?

Nistar Cess is a levy related to the use of government forest produce and common land resources by villagers. It is a small component of the total land revenue and may appear as arrears if not paid for several years.

What does arrear mean in e-Pauti?

Arrear means the outstanding land revenue from previous years that has not been paid. Interest is added on arrears over time. The e-Pauti portal calculates the total amount due including principal arrear, interest, and current year dues in one payment.

How do I find my Khata number for e-Pauti?

Your Khata number is the land account number shown on your Patta or on the Bhulekh RoR (Record of Rights). You can look it up for free at bhulekh.ori.nic.in by searching by your name or plot number. TLB's Bhulekh page also lets you search and view your RoR instantly.

What payment methods does e-Pauti accept?

e-Pauti accepts net banking, debit cards, credit cards, and UPI. After successful payment, you receive a digital receipt with a challan reference number. Save this for your records.

Is e-Pauti payment legally valid?

Yes. The digital receipt (Pauti) generated after payment on odishalandrevenue.nic.in is legally valid and accepted by banks, courts, and government offices as proof of land revenue payment. It is equivalent to the physical receipt issued at the Tahasil.

Can I pay land revenue for multiple Khatas at once?

Each Khata needs to be paid separately on the e-Pauti portal. Each payment generates a separate challan. If you own multiple Khatas, you need to repeat the process for each one.

What if my village is not listed on e-Pauti?

Some villages may not yet be covered under the e-Pauti system. In that case, you need to visit your local Tahasil office to pay land revenue in person and obtain a physical Pauti receipt.
